Tammy Hoyman, MSW, LISW
Chief Executive Officer
Tammy Hoyman is accountable for the overall administration of Employee & Family Resources® and its mission-based programming. She is also responsible for the vision and the strategic planning of the organization. Tammy joined Employee & Family Resources in December 1996 as an EAP/SAP Assessment Counselor and has served in a variety of management positions since 2001. She moved from her role as President and Chief Operating Officer in July of 2009 to become the organization's first female CEO.
Tammy holds Bachelor's and Master's degrees in Social Work from the University of Iowa and is a Licensed Independent Social Worker (LISW).
Julie L. Spencer, CPA
Chief Financial Officer
Julie Spencer is responsible for overseeing financial matters of the organization. She joined Employee & Family Resources in 1989 as an Accounting clerk. She holds a B.A. degree in Accounting and Business Administration/Finance from Wartburg College in Waverly, Iowa and has successfully completed her CPA exam.
Dawn Roberts
Chief Development Officer
With over 20 years experience as a professional fundraiser, Dawn Roberts was hired in November 2007 to implement the long and short-term fundraising plans for EFR, to ensure ongoing growth and development consistent with the organization's mission.
Dawn has been a member of the National Society of Fundraising Executive (NSFRE) Association of Fundraising Professionals (AFP) since 1988 and was selected by her peers as the Outstanding Fundraising Executive in 1992. Dawn has specialized in Resource Development and successfully completed five Capital Campaigns. She has a BA degree in Education from the University of Michigan.
Keitha Boardman, MS, PHR
Director of Human Resources
Keitha Boardman maintains staffing needs, coordinates staff development and the training calendar, coordinates the employee orientation program, and consults on employee relations issues. A Certified Sign Language Interpreter, Ms. Boardman has more than 25 years experience in deaf services. In 1993, she served as Communications Coordinator in the Deaf Family Services program of the Family Counseling Center (FCC). She became President of the Deaf Division after FCC merged with Employee & Family Resources in 1996. She holds a B.S. degree in Elementary Education from West Chester State University in West Chester, Pennsylvania, and a M.S. degree in Adult Learning from the University of Rochester in Rochester, New York.
Julie McClatchey, LISW, CEAP
Director of Workplace Services
Julie McClatchey is responsible for directing the operations of Workplace Services, Employee & Family Resources' nationwide employee assistance program and provider of multiple workplace consulting and training services. Julie came to EFR through a merger with Family Counseling Center (FCC) in 1996. At FCC she served as Clinical Supervisor, Director of Professional Services, and Interim Executive Director. Since joining EFR she has held the positions of EAP Counselor, Clinical Supervisor, Affiliate Network Manager and Call Center Manager. Julie's prior professional experience includes that of Outpatient Therapist for a community mental health center in Illinois. Julie is a Licensed Independent Social Worker and a Certified Employee Assistance Professional. Julie earned a Bachelors degree in Social Work in 1983 and a Masters degree in Social Work in 1988, both from the University of Iowa.
Harry Teel, LMHC, CEAP
Director of Substance Abuse Services
Harry Teel's primary responsibilities for EFR are the direction and overall management of the Substance Abuse Services business unit. Harry is a Licensed Mental Health Counselor and a Certified Employee Assistance Professional. He joined EFR in May 1992 as an EAP Counselor and has also served as Vice President, Case Management Services; Director of Contract Management; Associate Director of Corporate Services, and Manager of Restorative Justice Programs. Harry earned a Master's degree in Clinical Psychology from the University of Missouri – St. Louis, and a Bachelor's degree in Psychology from California State University – Long Beach. His prior professional experience includes work as a Mental Health Specialist with the Department of Psychiatry at St. Louis University, and as a Licensed Psychiatric Technician at College Hospital in Cerritos, California.
Monica Wilke-Brown, LMSW
Director of Community Services
Monica manages the administration of the following Community Services programs: Prevention of Substance Abuse and Violence, Intervention, Deaf Services, Restorative Justice, and Bilingual Individual & Family Counseling. Monica joined EFR in 2001 as a Prevention Specialist, and has also served as Prevention Supervisor. Her previous experience includes work with Washington University Office of International Student Services, Catholic Charities Hispanic Outreach Center in St. Louis, Missouri, and as a Peace Corps Volunteer in Ecuador. Monica has a Bachelor of Arts degree in International Studies and Spanish from Loras College in Dubuque, Iowa and a Master of Social Work degree with a focus on nonprofit management from George Warren Brown School of Social Work at Washington University in St. Louis.
Robert L. Gray III
Chief Information Officer
Rob Gray directs and oversees all aspects of Employee & Family Resources Information Technologies. This includes LAN and WAN architecture, EFR's Client Information Reporting Management System's database and application design, Telecommunications, and many other areas related to and involving the use of Information Technology. He joined the organization in 1999. Prior to his work with Employee & Family Resources, Rob was a Manager of Information Systems for a large national plastic resin distributor. He has managed several system platform conversion projects and designed and wrote several software applications throughout his career as an IT professional.
